Europarådets Plass
Sporveien is undertaking a major upgrade of central metro stations in Oslo, including Jernbanetorget T—one of the busiest transport hubs in Norway, located next to Oslo Central Station. The project combines technical improvements with enhanced functionality and user experience, focusing on accessibility and passenger flow.
The existing entrance from Europarådets plass, dating from 1978, includes both a ramp and staircase. While the ramp ensures accessibility for wheelchair users, cyclists, and people with strollers, it has also caused recurring flooding issues due to stormwater runoff. A key objective of the project is to establish a robust, long-term solution to this challenge.
At the same time, Europarådets plass is reimagined as a clearer and more attractive urban space. Today, it mainly functions as a transit area with undefined spatial qualities but holds significant potential for improvement. The redesign strengthens pedestrian flow, improves perceived safety, and introduces more distinct zones for greenery and seating—while maintaining the openness and inclusivity of the square.
The new ramp and staircase form a cohesive design that responds to movement patterns, flood protection requirements, and spatial qualities. Integrated stormwater management, new planting areas, and seating elements are carefully arranged to create a well-defined yet flexible public space. Together, these measures enhance both the functionality of the station entrance and the overall quality of the urban environment.
